Why do the Hurricanes underachieve so badly?

Their squad is amazing, full of internationals, particularly their backline and backrow. A full strength 9-15 for the Hurricanes could have Weepu, Cruden, Gear, Nonu, Smith, Savea and Jane. That surely must be as good as any backs in the S15, pushing even the Crusaders and Blues?
